- Pour boiling water over raisins to prepare them, then drain.
- Beat eggs slightly in a mixing bowl.
- Add sugar, oil, and pumpkin to the eggs and beat thoroughly.
- Take approximately half of this mixture and mix with the quick oats, then let it stand.
- Add all dry ingredients (flour, cinnamon, baking powder, baking soda, salt) to the original mixture and blend until smooth.
- Add the oat mixture, vanilla, grated carrots, and chopped pecans to the batter.
- Fold in the raisins if using.
- Fill greased muffin cups two-thirds full with batter and sprinkle tops with brown sugar.
- Bake at 375°F (190°C) for 15 to 17 minutes until golden and a toothpick inserted comes out clean.
- Let muffins cool slightly before removing from pans; these freeze well for later enjoyment.
