- Preheat oven to 350°F (175°C).
- Make the topping by combining bread crumbs and Parmesan cheese in a bowl.
- Melt butter and margarine in a medium saucepan.
- Saute celery and onions in the melted butter and margarine until tender.
- Blend in flour to make a paste; cook for 1 minute over medium heat.
- Gradually add milk, stirring after each addition.
- Stir in white wine into the sauce.
- Add sliced Cheddar cheese and stir until melted.
- Fold in the scallops gently.
- Pour the mixture into a greased 2-quart casserole dish.
- Sprinkle the breadcrumb and Parmesan topping evenly over the casserole.
- Bake for 25 minutes or until bubbly and golden on top.
- Serve hot over rice.
