- In a large skillet, cook the ground beef and chopped onion over medium-high heat, stirring until the beef crumbles and loses its pink color.
- Drain excess fat, then return the beef and onion to the skillet.
- Add the thawed sliced carrots to the beef mixture.
- Stir in the flour, 1 teaspoon of salt, and 1/4 teaspoon of pepper.
- Pour in the beef broth and cook, stirring until the mixture is slightly thickened.
- Spoon the beef mixture into a lightly greased 11x17 inch dish.
- In a bowl, beat the egg and stir into the cooked mashed potatoes along with the remaining 1 teaspoon of salt and 1/4 teaspoon of pepper.
- Spread the mashed potatoes evenly over the beef mixture.
- Bake at 350°F (175°C) for 25 minutes.
