- Combine 2 cups flour and sugar; cut in butter to form crumbs in a medium bowl.
- In a small bowl, combine 3/4 cup of the crumbs and 1/4 cup walnuts; set aside.
- Into remaining crumbs, stir in remaining 1 cup flour, baking powder, spices, baking soda, salt, and remaining 3/4 cup walnuts.
- Combine sour milk and eggs and stir into dry ingredients.
- Spoon the batter into lined muffin tins, filling 2/3 full.
- Top each muffin with a generous spoonful of crumb mixture.
- Bake for 20 to 25 minutes until golden and cooked through.
