  7. Add remaining 2 tablespoons butter, paprika, nutmeg, and milk to the cooked potatoes.
  8. Beat the potato mixture with a mixer until smooth, adding 1 to 2 tablespoons more milk if needed. Salt to taste.
  9. Spread the mashed potato mixture evenly over the beef layer.
  10. Sprinkle shredded Swiss or Cheddar cheese over the top.
