- Dredge with flour to coat all sides well and reserve extra flour.
- Heat oil in a heavy, ovenproof Dutch oven or casserole.
- Brown meat on all sides over medium heat, sprinkling with reserved flour.
- Add apple cider, salt, and pepper. Heat to boiling, stirring to blend in flour.
- Cover and bake at 350°F for 30 minutes.
- Add potatoes, carrots, and onions.
- Cover and bake for 30 minutes longer.
- Skim fat if excessive.
- Add cabbage, cover, and bake for 30 minutes longer or until vegetables and meat are tender.
